The Kossuth County Treasurer is an elective office with a term of four years. The current County Treasurer, Nicholas P. Rahm, was originally elected to the position in 1994. The duties of the County Treasurer as specified by the Laws of the State of Iowa are as follows:

The County Treasurer is responsible for the collection of taxes on real estate property, mobile homes, utilities, grain, buildings on leased land, and special assessments for all tax levying and tax certifying entities of the County. The County Treasurer is required to conduct the annual sale of delinquent property tax liens, process the redemption of the tax sales, issue tax deeds when appropriate, accept applications for tax suspensions, and prepare plat and mobile home tax clearances. In addition, the County Treasurer administers the age/income Iowa Tax Credit Program.
The County Treasurer also serves as an agent of the State of Iowa. In this capacity, the County Treasurer issues vehicle titles, registration renewals, personalized and other special license plates, junking certificates, notes and releases security interests, collects road use tax, registration and document fees, and process credit and refunds of fees on vehicles transferred.
The County Treasurer also serves as an agent of the State of Iowa. In this capacity, the County Treasurer issues drivers permits, drivers license, motorcycle license, chauffer’s license Commercial driver’s license, and non-drivers license identification cards. The Treasurer’s Office also administers written test for all license and performs driving test for motor vehicles, and motorcycles. The County Treasurer is the recipient of all monies payable to the County, and acts as the central depository for all County Departments/Offices. This duty demands the County Treasurer to disburse, manage, and invest the funds in his possession. The County Treasurer reports these activities to the County Board of Supervisors.
